Why did this happen?
A possibility citied is the PM’s muteness on students protesting against holding the JEE-NEET entrance tests on September 13. Though the Supreme Court denied the plea, it was expected that the Prime Minister would resolve the issue by perhaps, postponement of the tests. But the PM was voiceless about the agitations going on by the students and the states too.
