New rules of Central Motor Vehicles (Eleventh Amendment) Rules, 2020 have been released and have begun functioning from October 1. A list of changes is recorded in the new rules which include that carrying of vehicles-related documents is not mandatory if they are validated through the government’s portal. The use of IT services and electronic monitoring will go together with the traffic regulations, and drivers will not be stressed by the police for not carrying the driving license, believes the Government.
Digitization has been promoted every now and then by the government and finally its implementation has begun in the Road Transport and Highways Ministry. Union Ministry of Road Transport & Highways (MoRTH) has notified various amendments in Central Motor Vehicle Rules 1989 from 1 October, 2020.
Following are the New Rules according to the Central Motor Vehicles (Eleventh Amendment) Rules, 2020:
1) No physical verification of vehicular documents
Vehicular documents that will be validated by the government’s official website need not carry PHYSICAL DOCUMENTS. There can be exceptions where physical presence of the documents is necessary and in those situations the documents are a must. E-Chalans will also be made accessible on the government’s digital portal for the inspection of the traffic violators.
2) Digital revoking of the Driving License.
In situations where the drivers’ driving license should be taken in account for ineligibility or revocation for gross violations, authorities can record and report the violators report on the digital portal. The portal will be updated chronologically.
3) Violators record will be stored Electronically
The driver’s behavior will be monitored by the authorities and the record of the violators will be maintained electronically. Even police officers identities, if done something wrong, will be saved by the authorities online.
4) Documents to be uploaded on Digi-locker or m-Parivahan Apps
Drivers can maintain their vehicular documents on Central govt’s online portal like Digi-locker or m-parivahan. No need to mandatorily carry the physical documents anymore. E-Signed documents carry the same weightage as self-attested documents.
5) Use your phones ONLY for navigation
“Use of mobile phones or any other handheld communications devices while driving shall solely be used for route navigation in such a manner that it shall not disturb the concentration of the driver while driving,” informs the act. Caught in any other purpose other than this, the driver will be fined.
Amidst the Covid-19 pandemic, the deadline for validity of the Driving License and other Motor documents is extended till December 31 by the Ministry of Road Transport and Highways (MoRTH).
