- Unlock 5.0 has opened up tourist venues. Adventure tourism in Uttarakhand is now open. Goa and Kerala are also welcoming tourists.
- However, there are some specific must-know rules for tourists headed to beaches of Goa, Kerala; hills of Uttarakhand, Himachal Pradesh that need to be strictly followed before they head to the hills or beaches.
The Ministry of Home Affairs (MHA), on September 30, released guidelines for ‘Unlock 5.0’ which will remain in place till October 31. Unlock 5.0 has opened up tourist venues in Uttarakhand, Himachal Goa, and Kerala. While these destinations are welcoming tourists here are the rules you must know before you head to the hills or beaches.
Unlock Guidelines – Uttarakhand:
India’s tourists’ hubs have begun welcoming tourists. Entertainment parks and similar places will also be permitted to open from October 15 in Uttarakhand and the state government has issued fresh Unlock 5.0 guidelines. The state has permitted the opening of cinema halls and theatres with up to 50 percent of their seating capacity in areas outside the containment zones with effect from October 15.
What remains mandatory:
-Wearing of face masks
-Maintaining social distancing
-Provision for thermal scanning and use of hand wash or sanitizer.
-All asymptomatic inbound people traveling from other countries to Uttarakhand shall mandatorily register themselves on the web portal – http://smartcitydehradun.uk.gov.in/ before their journey.
-No permit shall be required for the inter-district movement of people within the state. All arriving tourists must mandatorily register themselves on the web portal smartcitydehradun.uk.gov.in before their movement.
-All such people, irrespective of their mode of travel, shall be exempted from being quarantined.
-For tourists coming to Uttarakhand by all modes of transport a registration is mandatory on the Smart City web portal http://smartcitydehradun.uk.gov.in/ before their travel.
-The COVID-19 negative test report before checking into a hotel or homestay facility is not mandatory anymore, nor is the requirement of mandatory stay of minimum days in hotel/homestay applicable anymore.

Unlock Guidelines – Himachal Pradesh:
Travel within Himachal Pradesh will still rely on e-passes.
Intra-state travelers will need to undergo mandatory home or institutional quarantine. The only exception to this rule is patients or relatives of patients visiting the state for emergency treatment. Students who travel to Himachal Pradesh to appear for competitive examination need not undergo quarantine measures.
Unlock Guidelines – Goa
Goa has been categorized as a green zone as it has been able to flatten the curve or limit the number of Covid-19 cases. The state government has issued the following guidelines as part of the Unlock phase
-Bar will remain open and serve customers, but only after following the safety guidelines.
-Beach shacks will remain closed until further notice and so will casinos
-Travellers from other states do not need to be tested for COVID-19 before entering Goa any longer.
Unlock Guidelines – Kerala
Stringent restrictions are in place to curb the spread of the COVID-19 virus. Gathering more than five persons at a time has been banned for a month from October 3.
-All travelers will have to register online before their visit.
-No quarantine mandatory for tourists on a short stay of up to seven days.
-Those who stay longer than a week needs to have a valid COVID-19 negative test report on arrival or get tested in Kerala, to avoid a 7-day quarantine.
-Tourists must make online reservations for hotel rooms and adventure tourism activities.
-Those showing symptoms of COVID-19 are advised not to travel.
-Others (asymptomatic) must practice social distancing (maintaining a physical gap of two meters from others), wear masks, and use sanitizers frequently.
-Tourist destinations will record details of visitors for any further requirement of contact tracing.
-Hotels will use thermal scanners to note the body temperature of guests.
