Cabinet discusses governor’s role, the authority has been limited.

        CM Uddhav Thackeray on Tuesday, met several cabinet ministers to discuss recommendations of the Punchhi Commission on Centre-state relations and response of the standing committee of interstate council.

       The role of governer and limits of his authority on the state were among the issues discussed, said a senior minister. The MVA government has been on a collision course with governer BS Koshyari from the start of his tenure. Most recently, Koshyari clashed with the government on reopening of temples and questioned the CMs Hindutva credentials.

“Many issues were discussed. Many states share the same concerns on state and central relations,” said PWD minister Ashok Chavan.

        273 recommendations were made on the Punchhi Commission out of which 116 were considered by the standing committee. The State Cabinet discussed 48 recommendations that were not accepted by the panel.

       Of 116 recommendations, the committee had suggested accepting 43. The state government agreed with 42 recommendations of the commission but disagreed with one, officials said. The committee suggested that 67 recommendations not be accepted. However the state government agreed with 48 of these but the panel had said should not be accepted.

The recommendations covered issues like role of governers, federal balance of power and fiscal relations among others.

       Powers and functions of the CM can be classified under the following heads :

( With respect to state council of ministers) : 

  • He advises the governer to appoint any person as a minister. It is it according to the advice of the CM the government appoints minister.
  • Allocation and reshuffling of portfolios among ministers.
  • Incase of difference of opinions ; he can ask the minister to resign.
  • Directs, guides and controls activities of all the ministers.
  • All policies are announced by him on the floor of the house.

    (With respect to the Governer)

  • CM has to communicate to the Governer all the decisions of the council of ministers relating to the administration of the state.
  • Whenever the Governer call for any information relating to the decisions taken or regarding the administration, the CM has to provide him the same.
  • The Governer can ask for consideration of council of ministers when a decision has been taken without the consideration of the cabinet.
